What's with all the new Air Balancing regulations?!

If your a commercial contractor or involved in commercial construction in California, you've probably come across a mandatory air balancing report required by the building department.
 
Here's the run-down:
 
Commercial HVAC systems are often big units. They need to be installed in a way that the air flows efficiently and evenly through the space, as well as changes out a certain amount of times per hour. Many times, registers further from the HVAC unit will have weak airflow and need adjustment. All of these issues call for a professionally trained air balancing technician to come test the unit, make adjustments, and do the necessary paperwork for the final inspection.
